The work in your hands, titled en-Nâmûs’ul Akvem li-Sa’âdet'il-Ümem by Ömer Lütfi Efendi, is a book evaluated within the field of Islamic political thought. Excluding the Author's Preface, Introductions, and Summary sections, the work consists of 31 headings. It is observed that the work addresses the historical relationship between the East and the West. After providing assessments regarding Eastern and Western nations, the author covers topics such as human duties, purification of the soul, the duties of Muslims towards one another, and their responsibilities towards non-Muslim subjects (dhimmis). Some of these headings are closely related to Islamic morality. Therefore, it is pointed out that for Muslim societies to become good, pure, and moral, Muslims must avoid the innovations (bid'ah) prevalent in society and strive to eliminate them. The fact that these innovations are made a subject of ridicule by Westerners is also among the topics for which the author most criticizes Muslims. Furthermore, it is emphasized that the society can only improve if Muslims fulfill their obligations. It is indicated that overcoming these problems cannot be limited solely to the relationships between Muslims, and that even if this provides a certain improvement in society, it should not be considered sufficient; it is also necessary to contribute to the resolution of political difficulties. In this respect, it is noteworthy that Ömer Lütfi Efendi, while attempting to draw a roadmap, frequently refers to verses and hadiths in a manner that maintains the integrity of the subject matter. He also approaches and evaluates the principle of tawhid, which is one of the foundational elements of Islamic civilization, within this framework.
