Classical political treatises such as Tuhfetü'l-Ümerâ ve Minhatü'l Vüzerâ are works of which a single copy is held in the British Library in England. Topics such as the presidency, elections, principles of becoming a president, behaviors a president should possess, the conduct of viziers, and the codes of conduct for soldiers and state officials are among those addressed in Tuhfetü'l-Ümerâ. This work serves as a guide that teaches moral principles. In addition to theoretical rules, practical examples and stories concerning past state administrators bring the work into the context of contemporary politics. It is emphasized that politics must be based on justice, and it is stated that justice is the foundation of all other virtues.
