Introduction
Master Necip Fazıl’s idea of the Başyücelik State (The State of the Supreme Presidency) is not merely a model of governance; it is a deeply rooted civilizational vision that has taken political form. The issue we address in this dossier is a quest for an order based on our own measures and values, in the face of the crises produced by a paradigm of state and values shaped by the claim of “modernity.” Against a conception that absolutizes numerical majority by reducing the source of sovereignty to human will, the possibility of a state idea that centers on right, justice, and measure is discussed. The Başyücelik is not a design of arbitrary authority. On the contrary, it is a proposal for an administration and order that is bound by measure, acts with a sense of responsibility, is shaped by moral references, and makes everyone’s labor productive.
The erosion of identity, the crisis of law, and the weakness of authority we face today manifest as the natural consequences of imitative political templates and the Westernist-Kemalist regime experience whose mental framework has yet to be overcome. The Başyücelik State dossier does not content itself with diagnosing this impasse but bases itself on a radical reckoning. The issue is not a romantic longing for the past; it is a concept of the state that draws from the roots of history and claims to materialize under today’s conditions. Our dossier aims to move the discussion to the ground of a systematic proposal by addressing the vision of the Başyücelik in its entirety, with its intellectual foundations, administrative framework, and contemporary relevance.
