Aristotle says in his Metaphysics that philosophy is the science of first principles. Methodology is also among these principles. The part carries something of the whole. This is the case in every field. Al-Qarafi, in his general methodology book *al-Ihkam* which we have translated, states: \"It is not permissible for one who does not know the methodology of jurisprudence to issue a fatwa!\" This is a striking statement, yet there are many who issue fatwas without methodology. There are many who pass judgments without methodology. It is necessary to deepen the methodology. It is necessary to renew the methodology a little. One must look critically to see the outdated aspects of the methodology; what is brittle will fall away. Islamic jurisprudence has not been able to make progress with a pragmatic and emotional approach of saying \"the majority defends the old, so let us do the same\"; events could not be viewed through principles, and sufficient space was not given to the principle of justice. These shortcomings can be remedied.
